Public health
Aside from food safety, Council enforces public health regulations regarding hairdressing, beauty, skin penetration (e.g. tattoos), and water cooling systems used in public spaces.
Hair, beauty & skin penetration
Any business which provides hair, beauty and/or services that penetrate skin (e.g. tattoo, piercing, acupuncture, glucose tests) must register with Council and will be inspected on an ongoing basis.
- Register using the Hair, Beauty, & Skin Penetration Premises New Business or Change of Ownership Application form.
- Ensure adherence to NSW Health guidelines – see hairdressers and barbers and beauty, body art and skin penetration industries information.
- Review Council’s Code for Hairdressers and Barbers and/or Policy For Premises Conducting Skin Penetration Procedures as appropriate.
- Allow Council’s Environmental Health Officers to inspect the property when requested, paying the inspection fee (Refer to Council’s Pricing Policy for current fees and charges). Inspections are done randomly and without warning but will occur at least once a year (with the exception of hairdressers where inspections are lest common due to the low risk). If a re-inspection is required due to a safety issue, the fee will be payable again.
Water cooling & warm water systems
Legionella bacteria can grow in climate control systems used in a building, which in turn can cause Legionnaires’ disease, which is a serious and potentially life-threatening condition.
NSW Health provide extensive resources on Legionella control, and it is the building owner’s responsibility to adhere to the specific testing, auditing and maintenance requirements for managing cooling water systems and/or warm water systems. |
- Council requires all buildings that have a cooling water or warm water system to register the system at the installation stage and if the system is altered in any way. Notification must be done by emailing a completed version of the NSW Health Approved Form 6: Notification of installation or change in particulars. Fees are payable to process the notification - refer to Council’s Pricing Policy for current fees and charges.
- Council can at any time require an inspection of the water cooling system and/or request to access documentation. See the NSW Health website for the correct documentation that must be available and up to date at all times. Fees are payable to conduct an audit and further fees if an improvement notice is issued - refer to Council’s Pricing Policy for current fees and charges.
