Commercial activation

Waverley Council provides opportunities for businesses to engage with the community through a range of commercial activations, including on-site promotions, new product launches and product sampling and giveaways at specified locations.

These activities are generally low impact and are valued by the local community. To ensure that they continue to be beneficial to the community and do not negatively affect the environment, local amenities or the unique character of the area, Council has established clear guidelines around commercial activations.

Commercial activations are permitted in specified locations at Bondi Beach and Bondi Junction only:

This iconic site captures pedestrian and vehicle traffic on Campbell Parade against the backdrop of Bondi Beach, making it suitable for promotions and sampling.

Dimensions: 2 sites, each 7m x 5m.

Power: Electricity is available – 1 x 3-phase (32 amps) & 2 x single phase (15 amps).

Water: Not available.

Vehicle Access: Entry via Campbell Parade. Hazard lights to be active at all times whilst moving on the forecourt, with at least one spotter managing pedestrians. Please note that three cement blocks are in place adjacent to Campbell Parade, which can be moved if entry from this direction is required (Site Supervisor fee applies).

Conditions of use:

  • Pedestrian access/flow must not be affected at any time.
  • Nothing is to be placed on the sun dial in the centre.
  • The activity is not permitted to extend onto the grass without prior written approval from Council.

This sought-after site next to the car park on Campbell Parade captures pedestrian and vehicle traffic, and is within close proximity to Bondi Beach.

Dimensions: 10m x 7m.

Power: Electricity is available – 1 x 3-phase (32 amps) & 2 x single phase (15 amps).

Water: Not available.

Vehicle Access:

  • Entry via Campbell Parade. Hazard lights to be active at all times whilst moving on the forecourt, with at least one spotter managing pedestrians. Please note that three cement blocks are in place adjacent to Campbell Parade, which can be moved if entry from this direction is required (Site Supervisor fee applies).
  • Entry via the car park on Park Drive South. Footbridge has a maximum 2.5m vehicle height, so please allow a 2.4m high vehicle clearance. If unsure, please arrange a site visit to assess.

Conditions of use:

  • Pedestrian access/flow must not be affected at any time.
  • The activity is not permitted to extend outside of the parameters outlined, without prior written approval from Council.

This site south of the iconic Bondi Pavilion captures pedestrian traffic along the beach front, making it suitable for promotions, events and charities.

Dimensions: 28m x 14m.

Power: Electricity is available in two separate locations, in total – 3 x 3-phase (32 amps) & 2 x single phase (15 amps).

Water: Not available.

Vehicle Access: Entry via Queen Elizabeth Drive. Bollards can be removed for access (Site Supervisor fee applies).

Conditions of use:

  • Pedestrian access/flow must not be affected at any time.
  • The activity is not permitted to extend onto the grass without prior written approval from Council.

Oxford Street Mall is a busy and lively pedestrian walkway in the heart of Bondi Junction. The mall is lined with retail shops and cafes and is a main thoroughfare to the train station, making it a vibrant and popular location for commercial activations and promotions, events and charities.

Dimensions: 3m x 3m.

Power: Electricity is available – 1 x 3-phase (32 amps) & 2 x single phase (15 amps).

Water: Not available.

Vehicle Access: Vehicle access is limited, please email us for more information.

  • The activity is not permitted to extend outside of the parameters outlined, without prior written approval from Council.

The grassed area next to the outdoor gym is ideally located in a high foot traffic area in North Bondi.

Dimensions: 34m x 30m x 22m.

Power: Not available.

Water: Not available.

Vehicle Access: Entry via Campbell Parade. Hazard lights to be active at all times whilst moving on the forecourt, with at least one spotter managing pedestrians. Please note that there are cement blocks in place, which can be moved if entry from this direction is required (Site Supervisor fee applies).

How to apply for a permit

  • Complete the promotion and sampling application form.
  • Provide a current Australian Public Liability Insurance Certificate of no less than $10 million noting Waverley Council as an interested party.

Note: Until a permit has been issued, the activity cannot proceed

Processing times for applications

  • Applications for commercial activations are assessed within 5-10 working days upon receipt.

Things to consider before applying

Waverley Council has a strong commitment to protecting the local environment and improving it for generations to come. Please read our Event Waste Management Guidelines & Requirements for information on how to help keep our environment beautiful.

  • Council has specific sites available for commercial activations – roaming outside of the promotion site is not permitted.
  • The purpose of commercial activation sites is for promotion and sampling only; the selling of any products is prohibited.
  • Distributing flyers is strictly prohibited.
  • Polystyrene must not be used.
  • Strictly no single-use plastics.
  • Giveaways of one-off sachets not allowed. Instead of a sunscreen sachet, for example, consider using sunscreen bottles that people can help themselves to. Plastic or other throw away sample packaging will not be approved (see 'Sample sizes and packaging' below).
  • Balloons or other inflatables must not be used, given away or released during events or promotions.
  • Stencilling on the ground is prohibited.
  • All signage must be approved in your signage plan.
  • Existing Council bins in the public space cannot be relied upon to cater for waste or recycling material created by special events or promotions. Additional waste and recycling bins may be needed to cope with the increased demands of the event or promotion. If over 20% of waste is food waste, organisers must arrange for organic waste bins and removal.

Sampling in consumable product giveaways is permitted in sample sizes of up to 60ml or 100g, in environmentally friendly packaging (reusable or recyclable). If permission is granted for a giveaway, any external or bulk packaging will need to be removed before bringing it to the venue.

When sampling food or drink that requires prepatation on site (cooking or handling), a Notification to Operate a Temporary Food Premises will also need to be supplied to Health Services. There is a fee associated with this application that is separate to the Venue Hire fee. Strictly no coffee sampling is permitted on any of our commercial activation sites.

The plans required for commercial activations are typically: site plan, production schedule, waste management, traffic or pedestrian management, security and crowd management and sound management. A minimum of 4 weeks’ notice is required for cancellations. A refund will be given less administration fee and 25% of venue hire fee.
